The Information Technology Commercial Framework (ITCF) Explained

As a data quality focussed company, 1Spatial is very active in the transportation sector, principally covering road and rail. The industry, across complex data supply chains, collects a very wide variety of data related to infrastructure design, construction & maintenance, mobility, traffic & congestion analysis, and through surveys and real time IoT sensors.

Forward thinking organisations, like National Highways, acknowledge that data underpins smarter workflows and more seamless interactions to the point that data will be treated in the same way as a physical tangible asset, but on the balance sheet – and with a monetary value.   Recognising this shift towards greater data literacy, 1Spatial has developed its 1Data Gateway and 1Integrate COTS software products designed to enable strong data governance, increased data quality, and greater confidence in data on a full range of projects and programmes.

With data literacy in mind, we are particularly excited to have been appointed onto the National Highways ITCF as a mechanism that will enable smoother procurement and faster delivery for National Highways, while facilitating greater collaboration with, and value-add opportunities for our partners.

This blog provides some background information about the framework, the lots we have been appointed onto, and insight into the value and services we offer.

What is ITCF?

The Information Technology Commercial Framework is a procurement vehicle to support the delivery of National Highways RIS2 (Road Investment Strategy 2 (RIS2): 2020 to 2025 - GOV.UK (www.gov.uk) technology pipeline, and ultimately, to meet the strategic aims for the period 2020-2025.

The framework will be the primary route to market for all National Highways Information Technology, with an agreed spend of £1 billion over a 48-month period. The lotting structure includes Managed IT Services, Software, Support, and other IT related areas.

1Spatial has been appointed onto three of the three lots applied for:

Lot 1 – Asset Management (Goods and/or Services) This Lot is for the provision of ICT Goods and/or Services to enable the Customer to manage the lifecycle of all assets (e.g., fixed, technology, portable) utilised by the Customer in support of the Strategic Roads Network. Some areas of application:

  • Asset data capture
  • Asset visualisation
  • Asset Lifecycle management across drainage, lighting, geotechnics, structures and more

Lot 6 – Digital and Data Services This Lot is focused on the provisioning of Digital and Data services to deliver specific aspects of Customer’s IT business transformation, projects, programmes, or to provide support in the development and delivery of technical solutions. Examples:

  • Deliver specialist Digital and Data Services to business transformation projects and programmes and support in development and delivery of technical solutions
  • Provide Digital and Data services through provisioning of sufficiently qualified and experienced professions in Agile or Waterfall methodologies
  • Data Architecture
  • Data Governance and Assurance
  • Data Engineering
  • Master Data Management

Lot 13 – Software COTS/SaaS (Goods) This Lot is for the provision of COTS only. This licence will grant the Customer the entitlement to use the software, on an agreed upon basis and receive any declared entitlement to upgrades as defined within the software licence terms and conditions. Two types of software of interest to 1Spatial:

  • Data Management Software
  • Geographic Information Systems

  • Data analysis and dashboards – We enable organisations to make business-critical decisions and support initiatives using quality data to gain richer insights. Our dashboard views enable users to view quality issues, audit logs and reports to manage stewardship and accountability and ensure data governance is embedded across the organisation.
